NOTICE OF REGATTA
34th EASTERN CAPE INTER-SCHOOLS REGATTA 2010

(As amended 11 March 2010)

 

 

Notice is hereby given that the above sailing event is scheduled to take place as detailed in this Notice of Race.  Entries are invited in terms of this Notice. 

DATES  

Saturday 13th to Sunday 14th March 2010, both dates inclusive.

VENUE 

Redhouse Yacht Club,  Tow Path,  Redhouse,  Port Elizabeth,  directions to which may be obtained from the Regatta Secretary.

ORGANISING AUTHORITY

Redhouse Yacht Club under the authority and sanction of South African Sailing.

RULES

The Regatta will be governed by:-

  • The rules as defined in the Racing Rules of Sailing (RRS) for 2009 – 2012 of the International Sailing Federation (SAF), subject to the changes made in terms of this Notice and the sailing Instructions. 
  • The class rules of the competing classes, subject to the changes made in terms of this Notice:
  • This Notice of Race.
  • The Sailing Instructions and any amendments thereof.

Where relevant, precedence shall be in the reverse listing of listing.

RULE CHANGES
    
The RRS will be changed as follows in terms of Rule 86:

  • Appendix A4:  Refer to Scoring System.
  • Appendix A11: Refer to Payment of Entry Fees.
  • ISAF Regulation 19: Refer to Eligibility.
  • The Rules of the following classes will be changed as follows:
  • Mirror  Spinnaker not permitted.    
  • Dabchick An additional crew member may be nominated at registration and must sail in all races.

ADVERTISING
      
Category C will apply to all classes in terms of ISAF Regulation 20. Yachts shall not display any advertising which is in conflict with that of any official event sponsor.

ELIGIBILITY
          
In terms of ISAF Regulation 19.2.2 the requirement for competitors to be members of a national Authority is waived, but competitors (helm and crew) shall be full time pupils between Grades 1 and 12 inclusive.  Class maximum age restrictions shall apply. In the case of classes without such age restrictions, competitors shall not be older than 19 years during the event. The School name and competitors age shall be stated on the entry form.

ENTRIES

A school may enter a representative team of as many yachts of any class as desired.  Entries must be completed on the attached entry form and submitted by the School together with the required entry fee to the Regatta Secretary at the address below.
Entry Forms must be signed by the School Principal or Representative.
Telephonic or incomplete forms will not be accepted.
Eligible entries will be accepted until the close of Registration at the Venue.

ENTRY FEES        

The entry fee per competitor (person) is R100.00 which includes lunches and teas on both Saturday and Sunday. (ENTRY FEES RECEIVED AFTER 6th MARCH 2010  WILL BE R130.00 PER COMPETITOR)

PAYMENT OF ENTRY FEES  

Payment may be made by cash or cheque or bank deposit to credit account detailed below.  In the case of deposits made to the said bank account, the bank stamped deposit note or the printed electronic transaction note and the completed entry form shall be either mailed or faxed to the Regatta Secretary.
The deposit shall state the event and the entrant’s name.
All entry fees shall be paid prior to the close of Entries and Registration.
Failure to meet this requirement will result in the affected yacht being recorded as (DNC) Did Not Compete, until such time as the required payments are made.

REGISTRATION  

Entries shall be confirmed by registration with the Regatta Secretary at the venue commencing at 09:00 10:00 on Saturday 13th March 2009.
           
SAILING INSTRUCTIONS.   

Sailing instructions will be included in the Inter-schools booklet which will be issued to each competitor by the Regatta Secretary at the Regatta venue upon registration.

EQUIPMENT AND CREW 

Yachts shall display their registered number except where approved by the Race Committee.  Equipment and crew shall not be changed during the event except as permitted under “Rule Changes”.  Submission of damaged equipment or incapacitated crew may be permitted subject to approval of the Race Committee.

SCHEDULE OF RACES
 
A voluntary briefing of competitors will take place at 10:00 on Saturday 13th March 2010. The first race of the Regatta is scheduled to start not before 10:00 am on Saturday 13th March 2010. The times for subsequent races will be advised at the venue in accordance with the Sailing Instructions. Six races are scheduled with a minimum of three races being required to constitute a Regatta. No warning signal will be made after 13:00 on the last day of racing.

RACING AREA AND COURCES
  
Racing will take place on the Swartkops River from the Redhouse Yacht Club.  The courses to be sailed will be set out in accordance with the Sailing Instructions.

CLASSES

The following mono hull Classes may participate subject to a minimum of four boats starting the first race of the event:

Novice Fleet (pupils in Grade 1 to Grade 7 competing for the first time in a formal regatta):

  • Optimist
  • O’Niner
  • RS Tera

Junior Schools (pupils in Grade 1 to Grade 7)

  • Optimist
  • O’Niner
  • RS Tera
  • Mirror

Senior Schools (pupils in Grade 8 to Grade 12)

  • Optimist
  • RS Tera
  • RS Feva
  • Mirror
  • Gypsy
  • Dabchick single-handed
  • Dabchick double-handed
  • Laser
  • Laser Radial
  • Laser 4.7

Senior School Open Class

Where less than four boats of a particular Class are entered, they will be assigned to the Open Class; finishing times will be adjusted by applying the Portsmouth Rating applicable to each boat within the Open Class.

Laser Class

All classes of Laser will compete against each other; finishing times will be adjusted by applying the applicable Portsmouth Rating.

SAFETY

Yachts shall comply with their class buoyancy and safety requirements.  All competitors shall wear personal buoyancy at all times while afloat in a yacht.

LIABILITY    

Participation in this event is entirely at the risk of competitors and no responsibility for damage or injury resulting there from will rest with the organising authority Class associations, or any persons concerned with the conduct of the Regatta.       

SCORING SYSTEM

Number of Races and Discards
A maximum of six races will be sailed. One result may be discarded after four races have been completed (i.e. if only three races are sailed, all three results count towards the final total).

Individuals and Class Teams

Boats compete within their designated Class both as individuals and, where possible, as members of a School’s Class Team consisting of two boats. Schools may enter as many teams as they like, irrespective of Class.

The scoring system used to calculate Individual and Class Team results shall be the CHIPS-3 high-point scoring system. This system awards points based on the number of competitors in each race, i.e. the winner of a Class of 10 boats scores more points than the winner of a Class of 5 boats.

Trophies and Prizes will be awarded to:

  • The winning boat in each Class 
  • The winning team in each Class.

The High School and Junior School Team Shields will be awarded to the senior and Junior School with the highest number of points, based on their three best Team results, irrespective of Class.

OTHER INFORMATION

Free Camping – All entrants and their supporters may camp free of charge on the lawns at Redhouse Yacht Club. The gates and club facilities will be open from 15h00 Friday 12 March 2010.

Meals - The regatta entry fee includes a hot lunch as well as morning and afternoon refreshments on both Saturday and Sunday for all entrants.

Bring ‘n Braai – Fires and braai grids will be provided from 18h00 on Saturday 13 March. A selection of fresh braai packs may be ordered up till 14h00 Saturday 13 March from the regatta secretary. The cost of braai packs (very generous portions) incl salad and bread is R20 per child and R30 per adult.
